Armand brings over 10 years of experience in Public Health and Clinical Pharmacy. He began his public health journey as a pharmacist providing technical assistance to health clinics in some of Manila’s poorest areas, where he witnessed firsthand the challenges of patients and health workers within the healthcare system. Motivated to make a broader impact, he dedicated himself to strengthening the Philippines’ public health initiatives in collaboration with the Department of Health (DOH), United States Agency for International Development (USAID), United Nations (UN) agencies, the Global Fund, and the Asian Development Bank. His expertise spans Supply Chain Management, Medicine Access, Patient Safety, and Digital Solutions, all aimed at enhancing supply chain processes and improving healthcare delivery.
Jansen is an expert in pharmaceutical supply chain management, pharmacovigilance, and project execution. His previous experience with USAID, Asian Development Bank (ADB), and the Department of Health (DOH) spans technical advisory roles in Electronic Logistics Management Information System (eLMIS) implementation, data analysis, and policy development. He combines strong technical skills with effective administrative and strategic coordination abilities to drive operational success.
Reji's expertise encompasses the creation and implementation of digital tools for supply chain process optimization. He contributed to the Electronic Logistics Management Information System (eLMIS) improvements and implementation for the Department of Health (DOH) in his work with World Health Organization (WHO), USAID, and Asian Development Bank (ADB) funded projects. He is adept at process optimization, leveraging strong communication and analytical skills to drive innovation and enhance supply chain efficiency.
Joy brings deep expertise in pharmaceutical policy and health systems strengthening, with a strong track record in advancing health financing and access to medicines reforms. She has provided technical assistance to the Philippine Department of Health (DOH) to improve access to essential medicines and has supported evaluations of key initiatives such as the Cancer and Supportive and Palliative Medicine Access Program (CSPMAP), the Philippine Medicines Access Pathway, drug price regulation policies, supply chain system design, and antimicrobial resistance (AMR) surveillance. Her work has generated critical insights that have shaped the Department of Health’s strategic planning, research agenda, and technical assistance priorities.
Joy also contributed to the Health Economics and Finance Program of the Philippine Institute for Development Studies (PIDS), the country’s national policy think tank. There, she designed and led large-scale baseline data collection efforts—many of which were pioneering studies in the Philippine context. Her research and fieldwork focused on evaluating key health financing reforms and nutrition programs of the DOH, supporting the development of new policies, legislative proposals, and enhancements to public service delivery through rigorous, evidence-informed analysis.
